Myanmar Junta Chief’s Peace Talk??

Recently, Myanmar’s junta leader Min Aung Hlaing has called leaders of ethnic armed organizations (EAOs) to a meeting to discuss ending the country’s armed conflict. Only a few EAOs were expected to participate, according to observers (the Irrawaddy, 2022). Some of them are being pressured to attend the meeting because of China. The rest EAOs clearly decided not to attend the meeting as the killing and arresting civilians are committed by the junta side by side. 

The standing point of International Communities 

Junta-appointed officials were welcomed at five ASEAN events in April. A Cambodian delegation visited junta authorities in Burma on April 23 to discuss ASEAN aid and the Five-Point Agreement. At the meeting, junta-appointed U Ko Ko Hlaing stated the regime expected the international community to be patient as the five-point agreement was implemented. Different sorts of incentives can be used by outside third parties to manage. Despite the fact that third parties have a choice of incentive strategies to use in an attempt to control the violence in Myanmar, only a couple of them actually make a real move.

The world is getting less interested in Myanmar issues although the conflict in Myanmar is getting worse and intense. 

According to ACLED (2022), Myanmar is over passed Syria and it ranks as no 1 in the most armed clashes and attacks on civilians by country, 1 Feb 2021 to 15 Apr 2022. ASEAN and neighboring countries could not able to help that much effectively due to the concerns of diplomatic relationship and non-interference policies. Even the UN and its UNHCR failed to provide the sufficient humanitarian aids and the protection to the Myanmar civilians who suffered from the war and conflicts. There are hundreds thousands of IDPs could not able to access to the humanitarian assistances, medicines and food.

The impact of veto power on Myanmar conflict and why the R2P cannot immediately enter Myanmar with the given its policies and complex procedures are so headaches.  Therefore, without ASEAN, Iran, Russian, and China especially coming together to join with them, it will be a very slow political move to end the conflict in Myanmar. 

Negotiating in the Implementation of Peace building

Peace building takes just as long as violent wars do. Sustainable peace building aims to identify and strengthen resources that are embedded in the framework of a long-running conflict. Just as other scholars said, we must pay attention to where our actions are heading us rather than thinking solely about the immediate and then coming up with appropriate remedies to difficulties and crises if we want peace building to be sustainable.

Peace building is a constant negotiation process. International actors play a significant role in these negotiations, not only as mediators between conflicting parties, but also as a political party promoting peace and federalism. Peace could be there if all parties (Junta, EAOs, NUGs and international communities) cooperate to exercise peace with keeping in mind of local justice mechanisms. Importantly the national, regional and local actors might emphasis on the dynamics of conflicts and resolve them peacefully.
